Review of Student Information System Oversight and Management

Status:

On March 6, 2008, Vice Provost Pete Siegel, in partnership with Vice Provost Fred Wood and Vice Chancellor Stan Nosek, established a review team to address the organization, fiscal management, and governance of the UC Davis Student Information System (SIS). The review team will hold its kick-off meeting in late March. The review team is led by Assistant Executive Vice Chancellor Bob Loessberg-Zahl (see charge letter).

Rationale/Background:

The core student information system at UC Davis is the Banner SIS application. Implemented approximately 20 years ago, this application is supported by a development and maintenance budget of approximately $2.5M, used for the SIS programming group in IET, campus Data Center charges, and a modest training component. The current governance structure consists of the Student Information System Oversight Committee ("SISOC"), a SISOC Security/Access Subcommittee, and an operationally-focused technical workgroup known as the Client Project Team ("CPT").

IET programming resources have been divided each year among Undergraduate Admissions, Financial Aid, the Office of the University Registrar, Graduate Studies, and Student Accounting to address mandates and high-priority functional enhancements identified by those offices and by IET. However, there are other significant SIS stakeholders (the undergraduate colleges, the professional schools, and University Extension, for example) for whom programming resources have not been historically allocated. Under the current practice, the needs of these offices must be reflected in the annual plans for the above-mentioned offices or addressed by local efforts to create and maintain boutique systems using SIS interfaces and downloads.

The Administrative IT Services Roadmap process surfaced a number of comments about the management and oversight of the SIS, including the need to clarify system ownership, to create an effective and efficient decision support component, and to establish a transparent process for policy and investment decisions. The Roadmap also established a principled process to enhance IT governance campus-wide, including the establishment of a series of eight "domains," one of which encompasses the SIS.

SIS Review Goals:
The Review Team is charged with:

  • Examining the current Student Information System organizational, management, and fiscal structure, and
  • Making recommendations for improvements that address the issues surfaced by the Administrative IT Services Roadmap process.
